Comptroller DiNapoli is committed to protecting your tax dollars. In pursuit of its mission to make our government more transparent, effective and efficient, the Office of the State Comptroller issues a wide variety of publications. Descriptions of major publication areas and links follow.


OSC audits State agencies, local governments and school districts, and public authorities in order to combat waste, fraud and abuse, improve operations and identify cost savings.

State Budget and Finances

Comptroller DiNapoli provides independent, objective analyses of proposed and enacted State budgets, releases an annual Debt Impact Study and offers recommendations for fiscal reform. OSC also issues periodic fiscal updates and reports on the State’s finances and economy.

New York City and Local Governments

In addition to issuing audit reports, the Office of the State Comptroller helps the public and government officials understand issues affecting New York City and the State’s other local governments (counties, cities, towns, villages, school districts and special districts). Publications address City financial plans, economic issues, and public authority oversight, as well as local government management guides, research reports and cost-saving ideas.

Special Topics

OSC conducts research and reports on various aspects of State policy and government operations, examining issues which include the environment, public health, higher education and transportation.
