Approved State Contracts and Payments

In September, the Office of the State Comptroller approved 1,678 contracts for state agencies and public authorities valued at $2.3 billion and approved more than 1.8 million payments worth more than nearly $11.2 billion. The office rejected182 contracts and related transactions valued at $260 million and more than 500 payments valued at nearly $15.3 million. MAJOR CONTRACTS APPROVED

Department of Corrections and Community Supervision

  • $8.8 million with JPay Inc. for inmate banking and related services.
  • $5.8 million for six community based residential program grants, including $1.5 million to Pathways Renewed Inc., $1.1 million to Bridges of Greater NY Inc., and $1 million to Rescue Mission of Utica.

Governor's Office of Employee Relations 

  • $250 million with CSEA Benefit Fund to fund the CSEA represented employee benefits.
  • $29.1 million with CSEA Local 1000 AFSCME for CSEA represented employee development and training.

Department of Environmental Conservation

  • $4.3 million for six water quality management program grants, including $1.5 million to Erie County, $1 million to the Albany Water Board and $938,000 to the city of Buffalo.
  • $1.5 million to the New York State Federation of Lake Associations Inc. to assist with the Citizens Statewide Lake Assessment program.
  • $650,000 with Serviam Construction LLC for pond enclosures, Bath Fish Hatchery, Steuben County.
  • $511,000 grant to Orange County for climate resilient farming.
  • $215,000 to Finger Lakes Land Trust Inc. to purchase forest land in Sempronius, Cayuga County.

Office of Parks Recreation & Historic Preservation

  • $7.1 million with Applied Landscape Technologies for sports fields and site reconstruction at Roberto Clemente State Park in the Bronx.
  • $4.1 million with Thomas Novelli Contracting Corp. for sanitary system improvements at Heckscher State Park, Suffolk County.
  • $4 million for a park-wide sanitary sewer system at Hamlin Beach State Park, Monroe County, including $3.8 million to The Wesson Group LLC.
  • $654,000 to replace a campground shower building at Letchworth State Park, Livingston County, including $598,000 with Kircher Construction Inc.
  • $195,000 with Morris Masonry Restoration LLC for curtain wall restoration, Fort Niagara State Park, Niagara County.
  • $194,000 with LCS Companies of New York Inc. for Denning’s Point trail improvement at Hudson Heights State Park Preserve, Dutchess County.

NYS Legislature – Senate 

  • $192,000 with Mediacurrent Interactive Solutions LLC for Drupal software support services.
  • $60,000 with Orrick Herrington & Sutcliffe LLP for legal counsel in connection with a gender discrimination complaint.

Department of Transportation

  • $44.2 million for highway emergency local patrols, including $20.2 million with Autobase, $19.6 million with First Transit, $2.3 million with Marones East Avenue Arco Inc. and $2.1 million with Thomas Decillis & Peter Pizzo Inc.
  • $14.3 million with Intercounty Paving Associates LLC for resurfacing, paving and drainage repair, Nassau County.
  • $6.1 million with Barrett Paving Materials Inc. for asphalt and concrete milling and paving on I-81 in Jefferson County.
  • $4.8 million with Howard L Boswell Engineer & Land Survey Corp for bridge diving inspection and fathometer survey, FDR and Harlem River Drive corridor, New York County.
  • $4.8 million with Hanson Aggregates New York LLC for maintenance on Routes 5, 49 and 840 in the Utica/Rome area, Oneida County.
  • $4.6 million with Intercounty Paving Associates LLC for preventative maintenance paving in Westchester County.
  • $4.6 million with Intercounty Paving Associates LLC for asphalt and concrete milling and paving, Taconic State Parkway in East Fishkill and Kent, Dutchess and Putnam counties.
  • $3.5 million to Suffolk County to replace defective pavement markings.
  • $2 million with New York State Industries for the Disabled Inc. for janitorial services at the Clifton Park Rest Area, Exit 9 on I-87.
  • $1.7 million to Consolidated Rail Corporation for the passenger and rail assistance program, Travis Industrial Track, NYC.
  • $1.2 million to Adirondack Transit Lines Inc. for the Accelerated Transit Capital program to restore upstate transit assets.

MAJOR PAYMENTS APPROVED

Tax Refunds

  • $194.6 millionfor approximately 75,000 personal income tax refunds.
  • $189.9 million for approximately 24,000 corporate and other refunds.
  • $111 million for approximately 147,000 property tax freeze credits.

Empire State Development Corporation

  • $90.6 million to Lendlease Turner for the Jacob K. Javits Convention Center expansion in Manhattan.
  • $50 million to Athenex, Inc. to produce a state-of-the-art pharmaceutical manufacturing facility in Dunkirk, Chautauqua County.
  • $1.5 million to New York Container Terminal LLC to offset costs and to improve the facility it leases from the Port Authority of New York and New Jersey.
  • $1.4 million to the SUNY Research Foundation on behalf of the University at Buffalo for the Buffalo Investment Development Strategy project.
  • $400,000 to the Buffalo Urban Development Corporation to acquire vacant and underutilized properties and to conduct planning, environmental investigations, and site reviews.

Department of Environmental Conservation

  • $500,000 to New England Interstate Water Pollution Commission to implement the Hudson River Estuary Program.

Office of General Services

  • $12.1 million for hourly-based IT services, including $2.7 million to PSI International Inc., $1.9 million to Knowledge Builders Inc., and $1.4 million to MVP Consulting Plus Inc. 
  • $4.5 million to Prismatic Development Corporation for the Manhattan Forensic Relocation project at the Manhattan Psychiatric Center.

Department of Health

  • $23 million to Maximus Inc. to assist with the state’s Health Benefit Exchange, including insurance enrollment and call center operations. 
  • $2.2 million to Public Health Solutions and $700,000 to Yeled V’Yalda Early Childhood Center Inc. for the Special Supplemental Nutrition Program for Women, Infants, and Children.

Higher Education Services Corporation

  • $20 million to the Central New York Community Foundation for the New York State Syracuse College Promise Fund.

Division of Homeland Security and Emergency Services

  • $1.5 million to Jacob K. Javits Convention Center for the Flood Mitigation Assistance Program.

Office of Parks, Recreation and Historic Preservation

  • $900,000 to the Wildlife Conservation Society for a Natural Heritage Trust Zoo, Botanical Gardens and Aquarium cultural outreach grant.
  • $600,000 to Weeks Marine Inc. for bulkhead and esplanade reconstruction at Roberto Clemente State Park in the Bronx.

State University of New York Construction Fund

  • $5.8 million to LP Ciminelli to construct and renovate the University at Buffalo’s School of Medicine and Biomedical Sciences. 

Office of Temporary and Disability Assistance

  • $1.5 million to Hunger Solutions New York Inc. for a nutrition outreach and education program.

Department of Transportation

  • $4 million to E.E. Cruz & Company for work on the 151st Street Pedestrian Bridge over Henry Hudson Parkway in New York City.
  • $3.3 million to Skanska Koch Inc. for steel repairs on the Gowanus Expressway in Kings County.
  • $3 million to Skanska-Kiewit-Ecco III JV for services associated with the replacement of the Kosciuszko Bridge, Kings County.
  • $2.9 million to National Railroad Passenger Corp. for Empire Corridor capacity improvements to the Hudson Line high speed rail.  
  • $2.6 million to Intercounty Paving Associates, LLC for concrete resurfacing on I-684 in Bedford, Westchester County.
  • $1.9 million to Cold Spring Construction Company for interchange improvements on I-390, I-490, and Lyell Avenue in Monroe County.

PAYMENT REJECTIONS AND OTHER COST RECOVERIES

The Comptroller’s rejection of more than 500 payments valued at nearly $15.3 million included tax refunds valued at more than $250,000. The Comptroller’s auditors also recovered nearly $43,000 from vendors owing debts to the state, and held payments of more than $538,000 pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through September for calendar year 2017, the Comptroller’s Office has approved 13,806 contracts valued at $41.4 billion and approved more than 24.2 million payments worth nearly $106.2 billion. His office has also rejected 1,671 contracts and related transactions valued at $40.2 billion and more than 20,000 payments valued at more than $68.4 million.
