State Contract and Payment Actions in February

In February, the Office of the State Comptroller approved 1,292 contracts for state agencies and public authorities valued at $1.32 billion and approved nearly 4.6 million payments worth more than $11.5 billion. The office rejected 177 contracts and related transactions valued at $420 million and more than 2,000 payments valued at more than $5.5 million. Major Contracts Approved

Department of Environmental Conservation

  • $4.6 million to Scenic Hudson Land Trust Inc. to purchase land on State Highway 9J in Stockport, Columbia County.
  • $1.2 million to the U.S. Environmental Protection Agency for remediation cleanup at the American Thermostat site in South Cairo, Greene County.

Department of Health

  • $57 million grant to Brooks Memorial Hospital for the Essential Health Care Provider Transformation program.
  • $17 million grant to Kaleida Health Systems for the Statewide Healthcare Facility Transformation program.
  • $4.5 million grant to the Alzheimer's Disease and Related Disorders Association Inc. for caregiver support.
  • $4.5 million with Standard Register Inc. for New York state prescription forms.

Office of Mental Health

  • $3.6 million for Assertive Community Treatment teams: $1.2 million to the Federation of Organizations for the New York State Mentally Disabled, Inc.; $1.2 million to the Center for Alternative Sentencing and Employment Services; and $1.2 million to the Visiting Nurse Service of New York Home Care II.
  • $2.2 million grant to the Research Foundation for Mental Hygiene for the Suicide Prevention Center.
  • $1.8 million grant to the Breaking Ground Housing Development Fund Corporation for supported single room occupancy services.
  • $1 million to National Protective Systems, Inc. for alarm maintenance.

Office of Parks, Recreation & Historic Preservation

  • $15.8 million with Lessings, Inc. for food, beverage, and catering services at Bethpage State Park in Nassau County.
  • $10.4 million with Bethpage Golf Group LLC for professional golf concession services at Bethpage State Park in Nassau County.
  • $1.6 million to Prime Highway Contractors LLC for construction of the Erie Canalway Trail from Amsterdam, Montgomery County, to Pattersonville, Schenectady County.
  • $780,000 with SJKK Tennis, Inc. for professional tennis concession services at Bethpage State Park in Nassau County.
  • A zero dollar contract between the Estate of David Rockefeller and New York state for a gift of land to expand the Rockefeller Park Preserve in Westchester County.

Department of State

  • $4 million grant to Vera Institute of Justice, Inc. for the Liberty Defense Project.
  • $1.3 million grant to Onondaga County Water Authority to streamline operations, improve services and reduce costs.

Division of State Police

  • $1.3 million with Munson Boats for landing craft patrol boats for underwater recovery.
  • $90,000 with Lake City Choppers for Harley Davidson motorcycles.

State University of New York at Buffalo

  • $3 million to FNUB, Inc., a not-for-profit affiliated with the University at Buffalo, to purchase land and air rights for the University at Buffalo Medical School in Erie County.

New York State Thruway Authority

  • $12.8 million with Kubricky Construction Corp. for paving, safety improvements and miscellaneous work, Orange County.
  • $4.6 million with Union Concrete and Construction Corp. for removal of a bridge and reconstruction of Exit 57 Terminus with Rte. 75, Erie County.
  • $2.2 million with Union Concrete and Construction Corp. for electronic toll collection conversion of Grand Island Bridges, Erie County.
  • $1.8 million with the town of Saugerties for water services at the Malden Service Area in Saugerties, Ulster County.

Major Payments Approved

Tax Refunds

  • $1.8 billion for 1.9 million personal income tax refunds.
  • $237.9 million for 18,000 corporate and other refunds.
  • $163.7 million for 781,000 property tax freeze credits.

Department of Civil Service

  • $20 million to Beacon Health Options, Inc. for the New York State Health Insurance Program (NYSHIP) Mental Health & Substance Abuse Program.

Department of Education

  • $4.7 million to Salmon River School District for tuition reimbursement for Native American students.

Empire State Development Corporation

  • $15 million to Fort Schuyler Management Corporation for costs associated with the creation of the North Country Hub for Manufacturing Nanotechnology in Plattsburgh.
  • $1.7 million to Fort Schuyler Management Corporation for the lease buy-out related to the Central New York Film Hub in Syracuse.

Office of General Services

  • $4.9 million to Prismatic Development Corporation for building renovations at the Manhattan Forensic Relocation Project in the Manhattan Psychiatric Center, Bronx County.

Department of Health

  • $2.8 million to Medical Answering Services LLC for Medicaid transportation management in the New York City region.

Division of Homeland Security and Emergency Services

  • $9.5 million to New York City for the Urban Area Security Initiative Program (UASI).

New York State Thruway Authority

  • $67 million to Tappan Zee Constructors LLC for the New NY Bridge Project.
  • $1.8 million to HNTB New York Engineering and Architecture PC for engineering services for the New NY Bridge Project.

Department of Transportation

  • $6.4 million to Central New York Regional Transportation Authority for the Omnibus Dedicated Mass Transportation Program.
  • $5.7 million to El Sol Contracting ES II Enterprises JV for bridge repairs on the Gowanus Expressway (I-278) in Kings County.

Unified Court System

  • $11 million to New York City for court cleaning and minor repairs.
  • $4.5 million to Service Education, Inc. for case management system software.
  • $2.7 million to The Legal Aid Society for attorneys for children.
  • $2.5 million to The Legal Aid Society for indigent criminal defense in New York City.

Payment Rejections and Other Cost Recoveries

The Comptroller's rejection of more than 2,000 payments valued at more than $5.5 million included tax refunds valued at more than $2.3 million. The Comptroller's auditors also recovered nearly $79,000 from vendors owing debts to the state, and held payments of nearly $305,000 pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through February for calendar year 2018, State Comptroller Thomas P. DiNapoli's office approved 2,867 contracts valued at $2.93 billion and approved more than 7.4 million payments worth more than $21.4 billion and rejected 334 contracts and related transactions valued at $920 million and more than 3,300 payments valued more than $9 million, primarily due to errors, improprieties, or lack of documentation.
