Comptroller DiNapoli Releases School Audits

March 25, 2015

New York State Comptroller Thomas P. DiNapoli today announced his office completed audits of the Academy Charter School, Eastport-South Manor Central School District and the Liverpool Central School District.

“In an era of limited resources and increased accountability, it’s critical that schools make every dollar count,” DiNapoli said. “By auditing school district and charter school finances and operations, my office continues to provide taxpayers the assurance that their money is being spent appropriately and effectively.”

The Academy Charter School – Board Oversight (Nassau County)

The board did not approve contracts with the school’s management company and IT consultant and did not audit claims for these services. The board did not review or approve claims totaling $1.9 million.

Eastport-South Manor Central School District – Financial Software User Access (Suffolk County)

The district did not have any written procedures outlining how user access rights should be established or modified. In addition, the purchasing agent has access to parts of the district’s financial software program that are not consistent with her job duties.

Liverpool Central School District – Employee Compensation and Benefits (Onondaga County)

District officials have taken appropriate action to ensure the accuracy of compensation and benefits provided to employees. In addition, many duties within the payroll process have been segregated. For example, computer access levels to various payroll-related accounting functions have been limited to those employees who require access to perform their job duties.
