Comptroller DiNapoli Releases School Audits

New York State Comptroller Thomas P. DiNapoli today announced his office completed audits of the Avoca Central School District, Fire Island Union Free School District, Rome City School District and the Roosevelt Union Free School District.

“In an era of limited resources and increased accountability, it’s critical that schools make every dollar count,” DiNapoli said. “By auditing school district and charter school finances and operations, my office continues to provide taxpayers the assurance that their money is being spent appropriately and effectively.”

Avoca Central School District – Separation Payments (Steuben County)

District officials sufficiently reviewed and approved separation payments, but they have not developed written policies or procedures to formalize this process.

Fire Island Union Free School District – Leave Accruals (Suffolk County)

District officials maintained accurate records of the accrual and use of employee leave time. Leave time is granted in accordance with the applicable employment contracts and collective bargaining agreements.

Rome City School District – Financial Management (Oneida County)

District officials appropriated fund balance that was not needed to fund the 2011-12, 2012-13 and 2014-15 budgets. The district’s practice of consistently appropriating significant amounts of fund balance that are not used diminishes the transparency of the budget process.

Roosevelt Union Free School District – Competitive Quotations (Nassau County)

District officials did not consistently adhere to established policies and procedures and ensure that goods and services were acquired through a competitive process. District officials placed orders for goods or services without a valid purchase order, committing the district’s funds without proper authorization.
