Comptroller DiNapoli Releases Municipal Audits

New York State Comptroller Thomas P. DiNapoli today announced his office completed audits of the Amsterdam Housing Authority, Village of Chatham and the Lakeland Fire District.

“My office's audits of local governments improve their financial management practices," DiNapoli said. "These audits are tools for local officials to make sure proper policies and procedures are in place to protect taxpayer dollars and provide the best possible service these taxpayer dollars can deliver."

Amsterdam Housing Authority – Claims Processing and Related Not-for-Profit Corporations (Montgomery County)
The board does not audit claims and has not designated a claims auditor to perform this function.  Instead, the executive director audits the claims, including payments made for the reimbursement of his own travel costs. In addition, the authority has not been collecting the annual management service fees as stipulated in the contract with Rivercrest Development Corporation (RDC). As of December 31, 2012, RDC owed the Authority nearly $120,000.

Village of Chatham – Internal Controls Over Selected Financial Activities (Columbia County)
Village officials need to improve internal controls over the village’s time and attendance procedures and leave accruals. Auditors identified 79 errors in nine employees’ accrual records. In addition, internal controls over the village treasurer’s activities and oversight of the treasurer’s financial operations also need to be improved.

Lakeland Fire District – Travel and Conference Costs (Suffolk County)
The district lacks appropriate policies, procedures and internal controls over travel related expenditures and does not monitor compliance with existing policies. As a result, the district paid $23,847 in claims without supporting documentation, including reimbursing a chief $2,813 for expenditures he did not incur.
