Purpose of Audit

The purpose of our audit was to determine whether extra-classroom cash receipts were properly collected, recorded and deposited, and whether disbursements were properly authorized, supported and recorded for the period July 1, 2015 through August 9, 2017.

Background

The Hinsdale Central School District is located in the Town of Clarksville in Allegany County and the Towns of Hinsdale, Humphrey, Ischua and Olean in Cattaraugus County. Receipts in the District’s extra-classroom activity funds, which are operated by and for the students, totaled approximately $66,000 in the 2016-17 fiscal year. General fund budgeted appropriations for the same year totaled approximately $9.7 million.

  • Student treasurers were not adequately involved.
  • Student treasurers’ records were not accurate.

Key Recommendations

  • Ensure faculty advisors are assisting student treasurers rather than completing forms and ledgers for them.
  • Periodically review student treasurers’ records for completeness and accuracy.
