Purpose of Audit

The purpose of our audit was to evaluate the District's financial condition for the period July 1, 2011 through January 7, 2015.

Background

The Jasper-Troupsburg Central School District is located in the Towns of Cameron, Canisteo, Jasper, Rathbone, Troupsburg and Woodhull, in Steuben County. The District, which operates two schools with approximately 540 students, is governed by an elected seven-member Board of Education. Budgeted appropriations for the 2014-15 fiscal year are approximately $11.5 million.

Key Findings

  • The Board has not adopted structurally balanced budgets nor has it adopted a fund balance policy, resulting in a decrease in the amount of fund balance to precariously low levels.
  • The Board has not developed a multiyear financial plan.
  • The District has not taken corrective action in response to audits completed by a certified public accounting firm for the last three years.

Key Recommendations

  • Develop and adopt budgets for the general and school lunch funds that are structurally balanced with recurring expenditures funded by recurring revenues.
  • Develop and regularly update a multiyear financial plan.
  • Ensure that corrective action is taken to correct audit deficiencies identified.
