Global Concepts Charter School – High School Building Lease (2012M-114)

Purpose of Audit

The purpose of our audit was to examine the School's process for selecting and negotiating the related financial terms to obtain building space for high school operations for the period July 1, 2009, to May 17, 2012.

Background

The Global Concepts Charter School is located in the City of Lackawanna, just south of the City of Buffalo in Erie County. The School is governed by a Board of Trustees (Board) which comprised seven members that included two parent representatives. The School's 2011-12 fiscal year operating expenses totaled approximately $9.1 million.

Key Finding

  • The Board did not demonstrate that it used an appropriate process to ensure it obtained a suitable site at a reasonable cost. School officials did not provide evidence that the Board performed an appropriate cost analysis of the selected site or alternative sites. As a result, we estimate that the School will pay $2.3 million more than necessary over the next five years for this school building.

Key Recommendation

  • Properly fulfill the Board's fiduciary responsibility by conducting and documenting thorough analyses of alternatives before making major financial commitments.
