Purpose of Audit

The purpose of our audit was to review the County’s procurement practices for the period January 1, 2015 through July 31, 2016.

Background

Franklin County is located in northeastern New York State and has a population of approximately 51,600. The County is governed by a seven-member County Legislature. Budgeted appropriations for 2016 totaled approximately $101.2 million.

Key Findings

  • The County did not procure professional services in accordance with the County’s purchasing policy.
  • Documentation was not maintained to support the reasoning for the Legislature’s selection of a service provider.

Key Recommendations

  • Ensure that County officials procure professional services in compliance with the County’s purchasing policy.
  • Ensure that the evaluation and rationale for the selection of service providers is documented.
