Monitoring Nursing Home Compliance with Medicaid Participation Requirements and Controlling Provider Payments (Follow-Up Review) Nursing homes in New York State are supervised and certified by the Department of Health. In our prior report 97-S-30, we found that the results of certification reviews could be better documented, improvements could be made in the procedures for following up on problems identified during the reviews, and complaints against nursing homes in the New York City area could be investigated more effectively. We further found that, during our three- year audit period, nursing homes were overpaid as much as $1.3 million in Medicaid because services covered by the basic Medicaid reimbursement rate were also reimbursed separately. In our follow-up review, we found that actions have been taken to address all of our prior audit recommendations.
