Oversight of Regional Off-Track Betting Operations

Off-track pari-mutuel betting (OTB) operations in New York State are administered by six regional OTB corporations, which are overseen by the State Racing and Wagering Board. We examined the Board's oversight of the regional corporations and found that certain aspects of the oversight could be improved. For example, if the corporations were required to report their financial information in a consistent manner, public accountability would be strengthened. In the absence of this requirement, the corporations' financial operations cannot readily be compared. We also found that the activities of the corporations could be monitored more closely by the Board. In the absence of close monitoring, some of the corporations developed serious financial problems. We further found that actions could be taken by the Board to improve the effectiveness of the corporations' boards of directors.
