Contract with Elmcor Youth and Adult Activities, Inc.

The contractor provided substance abuse treatment and prevention services. We determined that a refund of $64,583 was due the State from the $997,600 paid to the contractor, mainly because some of the expenses claimed by the contractor either did not relate to the contract or were not documented. We also found that, contrary to the terms of the contract, contract funds were loaned to other programs administered by the contractor, and at the time of our audit, $291,001 of these loans had not been repaid. We further noted that fewer clients than expected were served by the contractor. We recommend that contract funds no longer be loaned to other programs and OASAS consider reducing future contract funding if the number of clients served does not meet expectations.
