Alcoholism Inpatient Rehabilitation Programs (Follow-Up Review)

The Office of Alcoholism and Substance Abuse Services operates several treatment centers providing inpatient rehabilitation services and oversees a number of nonhospital-based alcoholism inpatient rehabilitation programs operated by voluntary and proprietary organizations. In our prior audit report 96-S-22, we identified wide variations in treatment costs among the facilities, ranging from an average of $2,775 per treatment episode at one facility to an average of $13,543 per treatment episode at another facility. We further found that the average length of stay by clients at the facilities varied significantly, with clients tending to stay longer at the State-operated facilities, where the average cost per treatment episode tended to be higher. We made a number of recommendations intended to increase the efficiency of New York State's alcoholism inpatient rehabilitation services. In our follow-up review, we found that progress has been made in implementing these recommendations.
