Metro-North Railroad: Administration of Vehicle Fleet (Follow-Up Review)

Metro-North Railroad maintains a fleet of automobiles and trucks to provide business-related transportation services and to help service tracks, equipment and other facilities. In our prior audit report 95-S-113, we examined how this vehicle fleet was administered by Metro-North. We found that many of the vehicles assigned to individuals were used only for commuting between work and home, some vehicles were driven by operators whose driver's licenses had been suspended or revoked, and maintenance expenses may have been higher than necessary because vehicles were kept in service beyond the end of their recommended useful lives. We recommended that the vehicles assigned to individuals and the qualifications of vehicle operators be monitored more closely, and procedures be improved for determining when vehicles should be removed from service. In our follow-up review, we found that actions have been taken in response to our recommendations, but additional actions are needed if the recommendations are to be fully implemented.
