Oversight of Citizens' Opportunity for Development and Equality, Inc.

The Citizens' Opportunity for Development and Equality, Inc. (CODE), a not-for-profit corporation, was awarded funds by the Division of Housing and Community Renewal to construct housing projects in Jamestown, which is located in Western New York. We examined selected aspects of CODE's operations and found that, over a period of nearly three years, about $78,000 was paid to the son of CODE's Executive Director through contracts awarded to the son for landscaping and maintenance work. We determined that competitive proposals were not adequately sought for any of these contracts, and some of the work performed under the contracts was not documented. We recommend that such potential conflicts of interest be monitored more closely by the Division.
