Attorney Registration Process Attorneys who are admitted to practices law in New York State must periodically register with, and pay a fee to, the Office of Court Administration (OCA). We examined the process used by OCA to collect these registration fees and found that improvements are needed. For example, at the time of our audit, as much as $9.7 million in overdue fees had not been collected and the process for following up on overdue fees was subject to long delays. We recommend that OCA officials improve their fee collection process by instituting such practices as charging late fees and referring outstanding debts to the Department of Taxation and Finance for collection. We also recommend that the officials enhance the fee collection process through the use of state-of-the-art computer technologies. The officials told us that many of problems identified by our audit will be corrected by OCA's new on-line attorney registration system.
