The contractor implemented a program that was intended to prevent AIDS among people who injected drugs. We determined that a refund of $13,639 was due the State from the $1.9 million claimed by the contractor, mainly because some of the expenses claimed by the contractor were claimed twice, were not adequately supported, or were not related to the contract.
