Delivery of Services and Selected Financial Management Practices

The Queens Borough Public Library System comprises a central library and 62 branch libraries. We evaluated the Library System's delivery of services and determined that the System was generally providing services in accordance with its mission statement and relevant State guidelines. We also assessed the internal controls over Library System assets and identified certain weaknesses. For example, because library staff do not always magnetically sensitize library materials, library security systems are less likely to detect the unauthorized removal of materials from the libraries. We also determined that the Library System's use of State funds is not monitored by the State Education Department.
