Contract with the Education and Assistance Corporation The contractor helped administer a program providing alternatives to incarceration for individuals involved in drugs and alcohol. We determined that a refund of $4,942 was due the State from the $2.5 million paid to the contractor, because payroll expenses were claimed for an employee who did not work on the contract and a disability insurance benefit payment was not offset against contract expenses.
