Construction and Improvement of Court Facilities (Follow-Up Review) Localities are responsible for maintaining the court facilities in New York State. As a result of deteriorating conditions in many of these facilities, the localities were required by the Court Facilities Act of 1987 to assess their facilities and submit a capital improvement plan within two years. In our prior audit report 94-S-70, we found that most of the localities submitted their plans on time, but many of the localities had made little progress in implementing the plans, especially in New York City. In our follow-up review, we found that most of the localities outside New York City have substantially implemented their capital plans. However, in New York City, progress remains slow.
