Contracting Practices

Battery Park City Authority was created to supervise the development of a planned residential and commercial community in lower Manhattan. We examined the Authority's practices for awarding contracts. While the contracts we reviewed were generally awarded in accordance with applicable laws and guidelines, certain improvements can be made in the processes used to solicit and evaluate proposals from prospective contractors. We also examined the Authority's controls over change orders to contracts, and found that change orders were generally processed in accordance with requirements.
