Effectiveness of the Adolescent Pregnancy Prevention and Services Program

The Office of Children and Family Services (OCFS) administers the Adolescent Pregnancy Prevention and Services Program, which is intended to reduce the incidence of adolescent pregnancy and promote self-sufficiency among at-risk adolescents. We examined the effectiveness of the program and conclude that the program appears to be effective at reducing the incidence of pregnancy and promoting self-sufficiency among the adolescents enrolled in the program. We believe program effectiveness can be better evaluated if a method were developed for tracking the progress of the adolescents who finish the program. We also note that more can be done to ensure that effective practices are shared among different program providers, program data is accurately reported, and program performance is compared against established targets.
