Monitoring Health and Safety at Child Day Care Providers

Day care providers in New York State must be registered or licensed by regional offices overseen by the Office of Children and Family Services (OCFS). We examined the effectiveness of the oversight provided by OCFS outside New York City and found that the oversight is generally effective in ensuring the health and safety of children in registered and licensed day care facilities. However, certain actions could be taken by OCFS that would further strengthen its oversight. For example, complaints about day care facilities could be tracked and investigated more effectively, and legislation could be sought authorizing OCFS to determine whether prospective day care providers have criminal histories.
