Oversight of the Prime Vendor Food Contract In 1995, the Office of General Services (OGS) contracted with SYSCO to provide State agencies and institutions throughout New York State with food and related commodities. We examined the procedures used by OGS in monitoring the prices charged by SYSCO under the contract. We found these procedures generally provide adequate assurance that prices are charged in accordance with contract terms. We also determined that, for the most part, the prices charged by SYSCO are competitive. We further note that the Department of Correctional Services, which makes the most purchases under the contract, has used the contract to reduce its inventory costs and achieve savings in food purchases.
