Administration of Selected Projects Funded Through the Regional Economic Development Partnership Program

In the Regional Economic Development Partnership Program, which is administered by the Empire State Development Corporation, grants are awarded or loans are made to businesses so that jobs can be created or retained in an area. We examined the actions taken by the Corporation to monitor the extent to which jobs are created or retained as a result of these grants and loans. We found that the Corporation does not always require participating businesses to report their level of employment. We also found that payments were not always appropriately reduced when recipients of training grants provided less training than was expected.
