Non-Gaming Revenue Operations The New York Racing Association is a not-for-profit organization that is franchised by New York State to operate the Aqueduct, Belmont and Saratoga racetracks. The Association generates gaming revenue from such sources as authorized bets placed on the horse races and non-gaming revenue from such sources as racetrack concessions, track admission tickets and parking at the tracks. We examined various aspects of the Association's non-gaming revenue operations. We found that the controls established by the Association provide adequate assurance that the revenue is properly recorded, appropriately deposited and accurately reported. However, we identified a number of ways in which the revenue could be enhanced and better protected. For example, some contracts with concessionaires and other revenue generating vendors have not been competitively bid for between 10 and 20 years.
