Contract with the AIDS Service Center of Lower Manhattan, Inc.

The contractor provided counseling and other services to individuals, couples and families affected by HIV/AIDS. We determined that a refund of $8,872 was due the State from the $1.9 million paid to the contractor, because some health insurance expenses claimed by the contractor were not supported by the contractor's accounting records. We also found that the contractor did not disclose all Medicaid and other third-party revenues earned during the contract period, and did not request the Department of Health's approval to use these revenues, as was required by the contract.
