Health Research, Incorporated Health Research, Inc. (HRI) is a not-for-profit corporation chartered under New York State law to conduct research into areas of public health. The research is financed by governmental and private sources and is supervised by the Department of Health under a contract between New York State and HRI. We examined this contract and concluded that the interests of the State are not adequately protected by the provisions of the contract. For example, HRI is not required by the contract to use all available funds to repay the Department and other State agencies for the services, equipment and office space provided by these agencies in support of HRI activities. During the three years ended March 31, 1996, these unreimbursed costs totaled about $9.1 million. We recommend that the contract between the State and HRI be amended.
