Harlem Valley Secure Center: Selected Security, Safety and Payroll Management Practices The Harlem Valley Secure Center was one of seven secure centers operated by the Division for Youth (since our audit, the Division has been merged into the newly created Department of Children and Family Services). We examined selected aspects of the Center's security, safety and payroll management practices. We identified several serious deficiencies, as employees with criminal backgrounds were hired to work closely with the youths, required fire inspections and fire drills were not performed, and employees were paid for undocumented time. We believe some of the unsupported hours on time sheets may represent abuse or other irregularities. Many of the deficiencies identified during our audit were already known to Division and Center management through internal and external audit reports, but corrective action had not been taken. We recommended that Center and Division management more actively monitor Center operations.
