Services to the Elderly
The New York City Department for the Aging supports a broad range of
services for the elderly, primarily through contracts with community-based organizations. We
examined the Department's monitoring of contracted services and found that improvements
are needed. For example, in the contracts we reviewed, contractors often provided fewer
services than were paid for and did not adequately supervise workers who provided services
in the home. We also identified conditions at some senior centers that could endanger the
well-being of the elderly. In many of the contracts we reviewed, Department staff did not
visit the contractors or assess contractor performance as required. We recommend that the
Department monitor its contractors more closely.
