Unemployment Insurance Benefit Payment Activities

During the six months ended June 30, 1997, the Department of Labor issued about 4.6 million unemployment insurance benefit checks totaling about $1 billion. On a daily basis the Comptroller's on-site audit staff examine the establishment of unemployment insurance claims and the disbursements to the claimants. The audit staff also periodically identify New York State employees who have yet to repay excess unemployment benefits that they received in the past. During the six months ended June 30, 1997, the audit staff prevented about $973,000 in overpayments and about $284,000 in underpayments to claimants, and identified 316 State employees who owed about $315,000 in excess benefits. During the six months, the Department recovered about $277,000 from such employees. The audit staff also began identifying New York City employees who have yet to repay excess unemployment benefits that they received in the past; for the six months ended December 31, 1996, the audit staff identified about $2.9 million in such excess benefits, and plan to monitor the recovery of these benefits by the Department.
