Administration of Airport and Bus Terminal Concession Contracts

The Port Authority of New York and New Jersey operates a bus terminal, three major airports, and other facilities in the metropolitan New York City area. We examined the Port Authority's administration of concession contracts at the bus terminal and airports. We found that the contracts often were not awarded through a competitive process, and the performance of the contractors was not adequately monitored. We also identified a considerable amount of vacant concession space in the bus terminal. If these weaknesses were corrected, the Port Authority's revenue from these concession contracts could be significantly increased.
