Division of Alcoholic Beverage Control: Investigator Productivity

The State Liquor Authority, through the Division of Alcoholic Beverage Control, regulates the sale and distribution of alcoholic beverages in New York State. This regulation includes investigating possible noncompliance with State laws and regulations. We examined the Division's management of these investigations and found that the Division has not established an effective system for measuring the productivity of its investigators. When we analyzed the productivity of the investigators in one of the Division's three regional offices, we identified significant variations. We believe the performance of the investigators could be improved if standards were established for their performance and their performance was monitored against the standards. We also identify other ways in which the efficiency of the investigations can be improved, and note that improvements are needed to ensure that Division investigators are in compliance with laws relating to evidence seized during investigations.
