Use of Advance Accounts
SUNY campuses use advance accounts for
small-dollar purchases. In
addition, such purchases may be processed through vouchers that
are submitted electronically
to the State Comptroller's Office (the quick pay method). We
examined SUNY's use of
advance accounts and quick pay vouchers. We conclude that
funding levels for the advance
accounts (about $3 million at the time of our audit) should be
reduced. We also conclude that
the majority of the advance accounts may no longer be needed,
primarily due to other funding
mechanisms, such as the quick pay method. We further conclude
that many campuses do not
fully utilize the quick pay method, even though this method is
more efficient and economical
than advance accounts.
