Computer Systems Development

The Department of Labor has developed more than 100 active computer application systems. We examined the extent to which these systems met the operational needs of Department users and found that, according to the users, the systems met their needs. We also examined the procedures used to develop these systems and found that the systems were often delayed during development. For example, when we examined the development times for a sample of some of the larger systems, we found that the actual completion times exceeded the estimated completion times by 77 percent. To prevent such delays in the future, we recommend that time estimates be more detailed, system requirements be better defined early in the development process, and a standard systems development methodology be established.
