Oversight of Job Opportunities and
Basic Skills Program Providers (Follow-Up Review)
The Department of
Social Services oversees New York's Job Opportunities and Basic Skills Program (JOBS), in
which public assistance recipients are trained in skills that will help them find employment.
This training is provided by counties, State agencies and other organizations through contracts
administered by the Department. In our prior audit report 95-S-11, we examined selected
aspects of the Department's oversight of these contractors and found that some contractors
had been overpaid and other contractors had not reported job placements as required. We
recommended that the overpayments be recovered and procedures for reporting job placements
be improved. Our follow-up review found that these recommendations have been fully
implemented.
