Personnel Practices Under Flexibility (Follow-Up Review)

In 1987, in an effort to help SUNY recruit and retain top faculty and administrators, the State Legislature gave SUNY the authority to set salary ranges for more than 20,000 positions. SUNY was also given the authority to exceed these salary ranges in extraordinary circumstances. In our prior audit report 94-S-29, we examined SUNY's use of this salary flexibility and concluded that the flexibility had been used prudently. However, we recommended that unusually high salaries be subject to review and a system be developed for measuring the effectiveness of the salary flexibility in supporting efforts to recruit and retain personnel. In our follow-up review, we determined that good progress has been made in implementing these recommendations. 96-F-10
