Oversight of Community Corrections Programs

In New York State, probation programs and other alternatives to incarceration are directly administered by the counties. These local efforts are overseen by the Division of Probation and Correctional Alternatives. We examined the extent to which a system has been established by the Division for assessing the efficiency and effectiveness of the local efforts. We found that significant improvement is needed, as the Division has not established program goals and outcome measures, and has not established a system for evaluating program results. Consequently, local programs continue to be funded regardless of their results. When we reviewed selected local programs, we found that some offenders were not properly supervised and case records were sometimes incomplete. We also found indications that some counties may operate less efficiently than others. We recommend that local efforts be monitored more closely by the Division. 95-S-97
