Report on Performance Indicators
We examined the actions taken by SUNY to develop a system for measuring
and reporting its performance against its stated objectives. We note that SUNY is the first State
agency to undertake such a task, and initiated this undertaking of its own accord. We identified
no significant misrepresentations in SUNY's reported performance, and commend SUNY
officials for their efforts to date. However, we do note that SUNY's performance measurement
system would be even more effective if the performance indicators were more closely linked to
SUNY's stated goals, if a greater percentage of the performance indicators related to SUNY's
expected outcomes, if additional efforts were made to take into account the concerns of the
people using the performance measurements, and if procedures were formalized for ensuring the
accuracy of SUNY's reported performance.
