Revenue Collection Practices and
Procedures The Office of Real Property Services works with localities to
improve the administration and equity of real property tax assessments. The Office is
reimbursed for some of its services by fees and assessments collected from businesses and
localities. Such revenue totals about $16 million annually. We examined the controls over this
revenue and found that substantial improvements are needed in Office procedures for billing and
collecting the revenue. For example, the Office has not established controls for ensuring that a
certain fee is remitted as required. We determined that more than $400,000 in such fees may not
have been remitted. We recommended several improvements in Office billing and collection
