Contract with Molino & Associates, Inc.

The contractor helped to conduct conferences and develop and publish educational materials for the Department of Health's AIDS Institute. We determined that a refund of $488,960 was due the State from the $1.6 million paid to the contractor, primarily because the contractor did not claim payroll expenses in accordance with contract terms and claimed printing expenses before they were incurred.
