Community Residence Development (Follow-Up Review)

OMH has shifted many of its clients from large institutions to smaller homelike residences located in the community. In our prior audit report 90-S-87, we found that the standards developed by OMH to guide the design of these community residences were not specific enough to prevent significant cost variances in similar residences. We also found that improvements were needed in the procedures used to select sites and architects for the residences. In our follow-up review, we found that progress has been made by OMH officials in implementing some of the recommendations contained in our prior report.
