Administration of Selected Types of Contracts (Follow-Up Review)

In our prior audit report 94-S-41, we examined the administration of certain types of contracts by the Department of Environmental Conservation. We identified several weaknesses in the Department's administrative practices. For example, the Department did not adequately review the invoices submitted by standby contractors who cleaned up spills of petroleum and other hazardous materials. Our review of these invoices identified several instances of duplicate billing, incorrect charges, unsupported charges and questionable charges. In our follow-up review, we found that some progress has been made in implementing the recommendations contained in our prior audit report. However, additional progress is needed, especially with respect to standby contractors.
