Counseling Services (Follow-Up
Review) Youths are sent by courts to the Division for Youth to receive
counseling until they are considered fit to return to the community. In our prior audit report
93-S-28, we found that the youths' counseling needs often were not identified, and even when
the needs were identified, the needed counseling often was not provided. Moreover, most of
the youths released from Division care were soon rearrested. We concluded that Division
counseling practices were not successful. In our follow-up review, we found that some of our
prior audit recommendations have been implemented; however, additional action is needed if
the recommendations are to be fully implemented.
