Staff Study on Program Planning and
Performance Measurement We reviewed the extent to which formal strategic
planning, risk assessment and performance measurement activities have been used by the
Department of Environmental Conservation. We found that these activities have been used to
some extent within the Department. However, we conclude that greater and more systematic use
could be made of these activities. For example, while the Department has compiled a great deal
of data relating to its performance, it has not developed systematic procedures for measuring and
reporting its performance in relation to its goals and objectives.
