Staff Study Measuring the Accomplishments of State Job Creation and Retention Programs

The Department of Economic Development coordinates several job creation and retention programs. We reviewed the efforts of the Department in monitoring the effectiveness of programs in which State funds are loaned to businesses that agree to create or retain jobs in New York State. We found that these monitoring efforts can be improved, as criteria has not been established for assessing the performance of the programs in creating and retaining jobs. In addition, the number of jobs reported by the participating businesses is not verified. We note that many of the businesses report that they have not met their job creation and retention goals.
