Institute: Management of Patient Revenue
Roswell Park Cancer Institute, which is
overseen by the Department of Health, treats cancer patients and
conducts cancer research.
During the year ended March 31, 1994, the Institute received
$80.6 million in patient revenue
and $52.8 million in State subsidies. We found that patient
revenue can be increased and annual
State subsidies decreased if certain changes are made in the
Institute's billing and collection
practices, especially in relation to treatment provided to
patients from outside New York State.
For example, a disproportionate share of unpaid patient accounts
belongs to foreign patients. We
note that the charges to these patients could be monitored as
they are incurred to ensure that they
do not exceed the amount of prepayments received. We also note
that some patients are never
billed because of data entry errors. We recommend improvements
that could detect such errors
earlier in the billing process.
