Ambient Air Quality Surveillance Network
The Department measures air pollution through monitors located throughout New York State. We examined the procedures for ensuring the accuracy of these measurements and found that they were adequate. However, because the procedures were not always followed and because of other problems such as mechanical failures and staff turnover, the air pollution measurements were sometimes incomplete, especially in the New York City area. According to the Department, the air quality in the New York City area is so poor in some respects, that certain activities may have to be restricted. We urged that any such restrictions be based on measurements that are as complete and accurate as possible.
