Delinquency Prevention Programs

Delinquency prevention programs administered by the Division cost $45 million annually. We examined the controls over these funds and identified serious weaknesses. For example, because of ineffective monitoring practices, contractors were reimbursed for services that were not provided. We also determined that contractors were reimbursed for expenditures that were not made, were not eligible for reimbursement or were not adequately documented. We referred certain matters to the State Inspector General for possible investigation and recommended several improvements in Division procedures for monitoring payments to contractors.
